kshitijk4poor a9ff9799e2 fix(state): an import links a parent its owner imported before the home moved

The import's parent check compared the stored history bindings as strings, profile half
included, so a parent imported under an older home of the same store was detached from the
child imported now. It asks bindings_agree, the reader chain deletes already use (public now
that two modules call it); an unbound parent is still always detached.
