kshitijk4poor a08f2418cd docs(memory): previous_message in the provider guide; tighten its contract ...

The memory-provider developer guide lists on_turn_start's other keywords but
not previous_message, and plugin authors work from that page. It now says what
the value is (the person's last message, secret-scrubbed, "" on a first or
image-only turn), which known runtime rows and /steer messages are skipped,
that it is best-effort (a replayed notice without a known prefix can come
through), why a resumed process needs it, and that older Hermes omits it. The
MemoryProvider docstring says the same. _memory_turn_start_and_prefetch's one
caller always passes both values, so they are required, and its docstring no
longer repeats the provider-facing rationale.
